ASRT, Inc. provides scientific, information management, management consulting, bioinformatics, and administrative program support to the Centers for Disease Control and Prevention (CDC) and other Federal and private sector clients. The successful candidate will be a full-time employee of ASRT, Inc. and will be assigned to the Immunization Services Division (ISD), National Center for Immunization and Respiratory Diseases (NCIRD), at the CDC, 1600 Clifton Road, Atlanta, GA, to provide support for non-research biological science work or support work in various scientific and public health areas associated with numerous biological agents.

SCOPE OF WORK

The Public Health Analyst IV will provide programmatic support for program immunization activities, pandemic preparedness, support of Working groups and annual meeting(s) regarding influenza immunization efforts, working with cooperative agreements and non-research biological science work or support work in various scientific and public health areas associated with numerous biological agents.

MAJOR DUTIES AND RESPONSIBILITIES

  • Work independently to serve as primary program manager coordinating pandemic influenza preparedness and outreach activities among state and local immunization program and preparedness awardees in US:
    • Review annual applications.
    • Work closely with project officers in the Programs Operations Branch (POB).
    • Establish close relationships with state and local awardees.
    • Schedule, plan, and lead regular calls with each awardee (e.g., quarterly).
    • Provide technical assistance to awardees on use of evaluation and other tools, as specified by ISD.
    • Develop database and other tracking tools to monitor progress of awardee preparedness work and use of funds.

o Monitor awardee outreach efforts to providers on adult vaccination and influenza preparedness issues, including using and updating a standard template for this purpose.

    • Identify best practices for provider outreach among awardees; develop best practices guides and instruments based on these findings.
    • Develop additional evaluation instruments with ISD staff.
    • All work would entail expertise in project management tools and software, including Excel, PowerPoint, Access, Notes, and SAS or similar statistical tools.
    • Analyze data and summarize findings in reports, presentations at national forums, and peer-reviewed manuscripts.
    • Input data and other information, as needed, in any awards management system, as specified by ISD.
    • Participate in other all-awardee calls and site visits, as related to influenza preparedness.
  • Provide organizational, logistical and communications support for the annual National Adult and Influenza Immunization Summit and the related Influenza working group, the National Adult Immunization Coordinators Partnership, influenza immunization sessions at the National Immunization Conference, and HHS Adult and Influenza Vaccine Task Force.
  • Support work of CDC staff to improve the infrastructure for administering vaccines to adults to improve preparedness for pandemic influenza vaccination programs.
  • Schedule, manage, document, and organize meetings with partner organizations, including with CDC staff working on immunizations and with outside immunization programs to increase knowledge of immunization activities in US states, including but not limited to the 64 CDC supported immunization program awardees and during the ISD project officers' site visits among these awardees and with partner organizations, such as the Association of State and Territorial Health Officers, National Association of City and County Health Officers, and the Association of Immunization Managers, among others.
  • Attend in-person meeting of the NAIIS and potentially support one or more NAIIS working groups year-round and provide support for the overall annual in-person meeting.
  • Provide support to outbreaks of influenza and other vaccine preventable disease outbreaks if needed during emergency responses.
  • Provide expertise in analysis and manuscript writing on implementation of the Adult Immunization Practice Standards.
  • Revise the Vaccine Task Force Operations plan, staffing plan, and spend plan; Serve as co-Operational Coordinator in this role and in during exercises and responses.
  • Work with CDC stakeholders across Divisions and within ISD to provide support for developing activities guidelines and measures for immunization program awardee preparedness work.
  • Provide general technical and programmatic assistance for public health emergency responses, at the discretion of the supervisor.
  • Travel to National Adult and Influenza Immunization Summit, travel to National Immunization Conference, and travel to NACCHO Preparedness Summit
  • This position will be done remotely. The contractor should plan for travel for 4 site visits to Atlanta per year.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Bachelors' degree, from an accredited academic institution, or 5-7 years of experience performing similar duties.

Required:

  • Knowledge of office automation software programs and operations of Windows based computer systems.
  • Work independently, receiving a minimum of detailed instructions and guidance.
  • Organizational skills demonstrating high attention to detail and the ability to organize multiple priorities.
  • Demonstrated experience managing complex projects including site coordination and stakeholder engagement.
  • Experience working with statistical analysis tools such as SAS, SPSS.
  • Strong interpersonal skills required for teamwork and interaction with people across CDC and with external partners.
  • Excellent written and oral communications, including experience writing reports, manuscripts, and technical correspondence.

Desirable:

  • Experience assisting leadership with the development of administrative procedures.
  • Previous experience developing staffing and/or organizational plans.
  • Knowledge of systems and/or experience performing the following administrative tasks:
    • Time and Attendance (TASNET)
    • Travel (Concur)
    • People Processing System
    • Conferences via Integrated Conference Approval Portal (ICAP)
    • Procurement via Integrated Contracts Expert (ICE) system
    • Vendor Supplied Training System (VSTS)
  • Experience writing reports and creating spreadsheets.
  • Travel preparation for CDC International trips is required.
  • Ability to work with partners and stakeholders as needed, and to effectively covey information to stakeholders.
  • Ability to work independently and as part of a team.

Language Skills:

  • The candidate must possess excellent oral and written communication skills in English.
