JOB TITLE: Program Manager

ASRT, Inc. provides scientific, information management, management consulting, bioinformatics, and administrative program support to the Centers for Disease Control and Prevention (CDC) and other Federal and private sector clients. The successful candidate will be a full-time employee of ASRT, Inc. and will be assigned to ASRT's corporate office.


The Program Manager will report to the President and CEO of ASRT and will perform Business Development, Contracts Acquisition, and Contract Administration and Compliance activities as part of the ASRT Management Team. Additionally, the Program Manager will carry out the coordinated organization, direction, and implementation of complex projects to achieve outcomes and realize benefits of strategic importance.


The Program Manager will be involved in three primary functions: (1) Business Development, (2) Contracts Acquisition, and (3) Contract Administration and Compliance. The major duties and responsibilities will include, but not be limited to, the following:

  • Provide overall program and project management for company contracts.
  • Manage delivery on multiple contracts/task orders aligned with serving one or more customers while achieving revenue and profitability targets as assigned.
  • Manage individual contributors and task order leads, maintaining low turnover in accordance with assigned targets.
  • Evaluate all contract and task order deliverables to ensure delivery excellence and achieve consistently high customer satisfaction.
  • Manage projects through application of project management principles, practices, and techniques.
  • Develop detailed management plans and schedules, estimate resource requirements, define milestones and deliverables, monitor activities to meet customer requirements, specifications, quality assurance standards and deliverable timeframes, and evaluate and report on accomplishments.
  • Oversee logistics and ensure overall quality of performance and deliverables.
  • Provide effective budget oversight.
  • Oversee and maintain compliance documentation.
  • Document and track risks and issues, establish mitigation plans, and take corrective actions, as necessary.
  • Provide effective management and utilization of resources.
  • Ensure accurate stakeholder identification and maintain effective stakeholder communication.
  • Ensure that deliverables are high quality and submitted on schedule.
  • Maintain ongoing client satisfaction and identify new business opportunities.
  • Serve as an ASRT supervisor for scientific, technical, and administrative personnel deployed to client sites. This will involve frequent contacts with the Contracting Officer's Representative (COR), Program Point of Contact (POC) for day-to-day activities, and ASRT employees to ensure satisfactory performance by ASRT employees on different tasks of a contract, identifying and resolving problems and issues, and conducting formal performance appraisals of employees at least once a year. Supervisory duties will include visits to client sites as needed.
  • Identify and establish new contract opportunities through networking and continual review of contract opportunities as they are published by federal, state, and local government agencies and by commercial organizations as well as private corporations.
  • Explore new business opportunities for ASRT and work with ASRT leadership to position ASRT for new ventures.
  • Participate in reviews of solicitations to arrive at bid/no bid decisions.
  • Work with the President/CEO and Business Development team to guide capture, proposal strategy, theming, and solution development based on intelligence gathered during pre-proposal efforts. The primary focus will be on the preparation of technical proposals but will provide input for business/cost proposals.
  • Work with ASRT leadership to design and implement a low-risk delivery approach to each task order, ensuring delivery plans are aligned with statements of work and customer needs.
  • Participate in recruitment of scientific and technical personnel to perform services under contracts awarded to ASRT.
  • Prepare monthly, quarterly, and annual reports and submit them in a timely manner to the individuals designated in the contract.
  • Travel as needed to meet clients for meetings and conferences.


Education and Experience:

  • Bachelor's degree from an accredited institution or equivalent experience and 10 years of prior relevant experience
  • Minimum of 10 years of experience
  • Minimum of 5 years of experience managing a staff of greater than 75 employees.
  • Active PMP or CSM certification desired.


  • Federal contract program and project management experience is required.
  • Direct management experience providing solutions to government customers for at least 10 years and a proven record of executing technical or scientific contracts.
  • Results-driven with ability to self-manage, take direction, and proactively run with tasking.
  • Demonstrated CDC and other federal agency institutional knowledge and understanding of the science, public health, technical platforms, information management, information security, and working environment.
  • Track record of problem-solving collaboration with an extensive network of CDC customers at the executive and senior management level.
  • Excellent organizational skills and ability to manage competing priorities in a fast-paced work environment, with time management and an attention to detail.
  • Proven ability to capture complex, competitive, high dollar value bid opportunities valued at $5M+ of services.
  • Ability to lead team member engagement and a desire to seek out innovative ways to establish and maintain outstanding relationships with a broad array of team members, customers, and partners.
  • Demonstrated experience providing direction for operations and ensuring compliance with all management policies, plans and procedures.
  • Experience with developing quality assurance plans, compliance documentation.
  • Excellent written and verbal communication skills, leadership, teamwork, management, and interpersonal skills
  • Expertise in project management methodology and techniques, including, but not limited to, integration, scope, schedule, cost, quality, resource, communications, risk management and mitigation, procurement, and stakeholder management.
  • Proven ability to work effectively with a diverse set of government and commercial stakeholders on technical contracts.
  • Excellent critical thinking skills and the ability to derive innovative solutions to complex problems.


  • Experience working with U.S. Department of Health and Human Services (HHS) or the HHS family of agencies.
  • Management consulting experience

Language Skills:

  • The candidate must possess excellent oral and written communication skills in English.


  • Must be a United States citizen or permanent resident or have authorization for employment in the United States.
  • Must be able to qualify for a public trust security clearance.
