TRAVEL: As required to fulfill the responsibilities of the position.

ASRT, Inc. provides scientific, information management, management consulting, bioinformatics, and administrative program support to the Centers for Disease Control and Prevention (CDC) and other Federal and private sector clients. The successful candidate will be a full-time employee of ASRT, Inc., and will be assigned to the Office of the Director (OD), Center for Preparedness and Response (CPR), at the CDC, located at 1600 Clifton Road, Atlanta, GA, to provide administrative support to the Center.

SCOPE OF WORK

The Data Manager II will provide support for upgrading the Active Bacterial Core surveillance (ABCs) Whole Genome Sequencing (WGS) analysis system, data management, and concatenating ABCs' epidemiological and laboratory data.

MAJOR DUTIES AND RESPONSIBILITIES

  • Collaborate with the Respiratory Disease Branch's (RDB) Bioinformatician with WGS data management.
  • Collaborate with RDB's Data Manager and Bioinformatician with concatenating ABCs' epidemiological and laboratory data.
  • Develop a SQL database infrastructure incorporating raw WGS data, analysis output, and public accession identification.
  • Develop a SQL database web interface allowing basic query, retrieve, and analysis of the WGS data
  • Facilitate the transfer of WGS data to public database
  • Conduct data quality checks of laboratory data as needed.
  • Manage and reformat WGS analysis outputs
  • Communicate ABCs laboratory data to the epidemiology section
  • Develop tools for generating summary report of WGS analysis outputs
  • Provide support to the CDC EOC for agency response activities when the EOC is activated.
  • Provide field support for CDC outbreak activities both domestically and internationally.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Masters in computer science with expertise in data science including classification (NLP using word embeddings and neural networks, Bayesian, Support Vector Machine), Principal Component Analysis and linear discriminant analysis for feature selection, multivariate linear regression with gradient descent and normal equation, polynomial regression, logistic regression, K means clustering, and cost evaluation. Experience with databases including Oracle DBA, MongoDb, BerkleyDb, RedShift, MySQL, Oracle, Access, FoxPro. Experience with web technologies: HTML, CSS, PHP, JQuery, and Ruby-on-rails. Experience with programming including R, Python (numpy, pandas, scikit, seaborn, ggplot, matplotlib), C++, C, Java, MATLAB.

Required:

  • Experience working with SQL and developing database infrastructure
  • Experience developing SQL database web interfaces that allow basic queries
  • Experience working with statistical software such as SAS, Stata, or similar software
  • Proficiency with Microsoft Word, Excel, and PowerPoint
  • Excellent attention to detail and the ability to efficiently organize multiple priorities
  • Ability to work independently with minimal supervision while maintaining project timeline
  • Ability to work and build coalitions with partners involved, and develop strategies for effectively conveying information to partners

Desirable:

  • Experience working with outbreak surveillance and/or laboratory data
  • Experience developing mechanisms by which stakeholders can share data based on established policy
  • Skills and experience writing project reports, research protocols and manuscripts

Language Skills:

  • The candidate must possess excellent oral and written communication skills in English

REQUIREMENT:
