ASRT, Inc. provides scientific, information management, management consulting, bioinformatics, and administrative program support to the Centers for Disease Control and Prevention (CDC) and other Federal and private sector clients. The successful candidate will be a full-time employee of ASRT, Inc., and will be assigned to the Office of the Director (OD), Center for Preparedness and Response (CPR), at the CDC, located at 1600 Clifton Road, Atlanta, GA, to provide administrative support to the Center.


SCOPE OF WORK

The Budget Analyst will provide technical services and expertise in support of CPR's goals and mission as related to the scope of work below. Including support for these functions to the offices and individuals identified below, across the CPR: Center's Office of the Director (OD), Deputy Director, Public Health Service and Implementation Science (DDPHSIS), Office of Science and Public Health Practice (OSPHP), Management Resources Office (MRO), Office of Policy, Planning and Evaluation (OPPE), Information Resource Office (IRO), and Office of Communications (CO).


MAJOR DUTIES AND RESPONSIBILITIES

General Duties

  • Provide support to DEO managers by performing highly responsible budget work involving multiple budgets and sources of funding allocated to support day-to-day operations, both domestically and internationally, as well as currently up to four simultaneous emergency response operations, each with separate budget activities, reporting requirements, and so forth. Budget analyst support is needed to maintain proper accountability and fiscal controls.

Administration and Finance Management

  • Perform regular Integrated Resources Information System (IRIS) & B&PI data entry, updates, and reconciliation of assigned program budgets based on actual transaction data received via United Financial Management System (UFMS).
  • Collect leadership decisions regarding any spend plan changes, revise Spend Plan in IRIS, and initiate Request for Budget Corrections (RBC) and ceiling allocations.
  • Assign funding sources if new budget activities are received from Office of Financial Services (OFR) and create new source budget in Integrated Resources Information System (IRIS).
  • Align Spend Plan to CAN structure; if new CANs are required, submit CAN request to Office of Financial Resources (OFR) and Office of Budget Services (OBS).
  • Perform regular Integrated Resource Information System (IRIS B&PI) data entry, updates, and reconciliation of assigned program budgets based on actual transaction data received via United Financial Management System (UFMS).
  • Conduct any reviews or analyses of budget activities at the Division level and below the division level (e.g., branches, distinct programs/projects).
  • Revise Spend Plans in Integrated Resources Information System (IRIS), where directed by division leadership.
  • Determine the percentage variance of funds received vs. Spend Plan.
  • Assist to develop spend plans at the Division and Branch Level.
  • Oversee execution of spend plans throughout the fiscal year.
  • Conduct reviews or analyses of budget activities at the Division level and below the division level (e.g., branches, distinct programs/projects).
  • Prepare monthly Status of Funds reports at Division and below the division level. Example; Branch level AdHoc reports.
  • Schedule and participate in budget and Status of Funds (SOF) meetings, review and discuss with Division and Branches at least monthly transitioning to bi-weekly during quarter four of the fiscal year.
  • Serve as a quality control point to ensure all Program actions and decisions meet requirements and are accurate prior to submission to Office of Financial Resources (OFR) and Office of Budget Services (OBS) (quality review of all funding documents prior to submission for funds certification by Office of Budget Services (OBS).
  • Serve as budget liaisons for assigned Divisions and subject matter expects on their programs' strategy and resource planning.
  • Assist as necessary, in the budget execution data calls for internal and external customers.
  • Link identified Contracts and Grants in Integrated Resources Information System (IRIS) and Budget Acquisition & Assistance Planning (BAAP)/Acquisition & Assistance (A&A module) for the upcoming FY after entered by Extramural POC for Division.
  • Coordinate with OBS on Error Correction Requests (ECRs) Examples: CCPS, Travel, Payroll, incorrect posting to financial systems.
  • Conduct data extracts from financial support systems (Integrated Contracts Expert (ICE), A&A, and Integrated Resources Information System (IRIS) for historical, actual-to-date, and projected costs for the current fiscal year.
  • Serve as an ICE requisitioner for DEO acquisitions. Specifically, receive invoices in ICE, assist Subject Matter Experts (SMEs) with gathering all documents necessary and submit purchase requests in ICE.
  • Track OAS and CPR acquisition deadlines to ensure all acquisition actions are submitted prior to deadlines.
  • This position requires a level 5 clearance Public Trust clearance. HHSAR 352.224-71 Confidential Information.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Bachelor's degree or a minimum of 5 years of experience performing similar duties.

Required:

  • Familiarity with CDC systems and processes, as related to the scope of work noted.
  • Coordination of funding processes and procedures to ensure acquisitions are completed in a timely manner and within anticipated deadlines.
  • Experience maintaining and providing budget and cost analysis services utilizing a variety of software including Windows-based applications such as Excel, Outlook, and Access.
  • Experience providing quality control regarding funding documentation.
  • Experience providing funding data and analysis for stakeholders.
  • Experience creating, modifying, and presenting spending plans, with a focus on public health needs.
  • Experience working with SMEs and other stakeholder to gather, document and process funding requests of various types.
  • Knowledge of systems and/or experience performing the following budget-related tasks:
    • Integrated Resources Information System (IRIS)
    • Procurement via Integrated Contracts Expert (ICE) system
  • Ability to communicate effectively.
  • Excellent organization skills.

Desired:

  • Familiarity with financial and budget reporting and preparing reports for stakeholders across an institution.
  • Familiarity with updating funding systems upon discovery of errors, or as needed.


Language Skills:

  • The candidate must possess excellent oral and written communication skills in English.
