JOB TITLE: Human Resource Specialist

POSITION NUMBER: 2203-74424-HRS-01

POSITION LOCATION: Atlanta, GA, USA

ANTICIPATED START DATE: Two weeks after candidate identification

TRAVEL: As required to fulfill the responsibilities of the position.

ASRT, Inc. provides scientific, information management, management consulting, bioinformatics, and administrative program support to the Centers for Disease Control and Prevention (CDC) and other Federal and private sector clients. The successful candidate will be a full-time employee of ASRT, Inc. and will be assigned to the Office of Public Health Scientific Services (DDPHSS, at the CDC, 1600 Clifton Road, Atlanta, GA, to provide design and development support of CDC Data and Surveillance website.

SCOPE OF WORK

The Human Resource Specialist will adhere to CDC and HHS web requirements for posting programmatic and scientific information products on Web sites in support of all activities within DDPHSS.

MAJOR DUTIES AND RESPONSIBILITIES

  • Research, develop, and process recruitment, retention, compensation, and promotion packages of personnel positions ranging from grades GS-1 through GS-15 and Title 42 fellowship appointments.
  • Serve as backup to submit actions in Human Resource Office (HRO) systems and work closely with HRO specialists to provide information as requested and to communicate any issues with managers.
  • Coordinate and work with staff, managers, Human Resources Specialists in HRO, Administrative Officer (OA), and Management Official (MO) in the development of position descriptions, specialized experience statements, qualification and application criteria and questions.
  • Assist in identifying interview panel members and coordinate tasks with review and interview panel members.
  • Provide support to the AO and managers in order to develop and distribute applicant packages, ranking criteria, ranking sheets and instructions for use by interview panel members.
  • Receive and provide support in reviewing the ranking panel documentation and decisions.
  • Review timelines and provide timeframes to panels.
  • Assist in the development of justifications for management submission to HRO to execute final hiring decisions and job offers.
  • In coordination with the AO, provide a detailed tracking mechanism to monitor actions and assure timelines are met and information is provided to managers and HRO within established timelines. Request extension when required to assure completion.
  • Work within existing human resource procedures and/or electronic systems (HHS and CDC).
  • Recommend and establish new processes to be responsive to CDC and HHS requirements.
  • Provides a weekly status report of pending actions to AO and MO.
  • Participate in weekly meetings with the AO and MO on status of work and any issues needing resolution.

MINIMUM QUALIFICATIONS

Education and Experience:

  • High School diploma with at least 5 years of experience performing similar duties, or associate degree from an accredited academic institution, with at least 5 years of experience performing similar duties.

Required:

  • Experience maintaining and providing administrative services in the Microsoft Office environment, including Word, Excel and PowerPoint.
  • Experience writing reports.
  • Prior experience providing both domestic and international travel support, preferably at CDC.
  • Excellent written and oral communications.
  • Organizational skills demonstrating high attention to detail and the ability to organize multiple priorities. Successful experience balancing a range of demands in a fast-moving environment.
  • Strong interpersonal skills required for teamwork and interaction with people across CDC and with external partners.
  • Ability to work independently and as part of a team.

Desirable:

  • Prior experience at CDC in a similar capacity strongly preferred.
  • Knowledge of systems and/or experience performing the following CDC Human Resource Office (HRO) and Administrative Officer (OA), and Management Official (MO) guidelines for staffing, interviewing, and tracking timelines.

Language Skills:

  • The candidate must possess excellent oral and written communication skills in English.
