JOB TITLE: Laboratory Liaison

POSITION NUMBER: 2208-00001-LL-001

POSITION LOCATION: Uganda

ANTICIPATED START DATE: Two weeks after candidate is identified

TRAVEL: As Needed

ASRT, Inc. provides scientific, information management, management consulting, bioinformatics, and administrative program support to the Centers for Disease Control and Prevention (CDC) and other Federal and private sector clients. The successful candidate will be a full-time employee of ASRT, Inc., and will be assigned to Center for Global Health (CGH)/Division of Global Health Protection (DGHP) to provide services to fulfill the mission of the CDC Uganda.

SCOPE OF WORK

The Laboratory Liaison will provide technical services and expertise in support of DGHP's goals and mission as related to the scope of work below.

MAJOR DUTIES AND RESPONSIBILITIES

Under the leadership of the DGHP Director and Deputy with primary technical guidance from the Laboratory Systems and Policy Management Team Lead who serves as a senior laboratory advisor to the Global Health Security (GHS) programs within the Division of Global Health Protection (DGHP) of the US Centers for Disease Control and Prevention (CDC) in Uganda. The Laboratory Liaison will:

Provides comprehensive laboratory program management, technical assistance, capacity strengthening and administrative support to the laboratory leadership program as a core function for sustainable disease prevention, detection, response, and control.

Coordinates with host government ministries, implementing partners, non-governmental organizations (NGOs) and multiple partnerships to undertake program and administrative functions for effective laboratory diagnostic surveillance, emergency disease preparedness, outbreak investigation and response while committing to harmonious partner monitoring, routine reporting needs, research publication, implementation science and integrated technical support towards a diversity of disease program areas to include: zoonotic priority diseases, emerging and re-emerging diseases, influenza like illnesses (ILI), severe acute respiratory illnesses (SARI), acute febrile illnesses (AFI), pan-respiratory disease surveillance (PRDS), antimicrobial resistance (AMR) testing and surveillance and malaria.

Support the coordination across all COVID-19 laboratory activities which includes, but is not limited to, tracking and monitoring across projects, maintaining routine touchpoints between CDC Uganda subject matter experts (SMEs), CDC headquarters SMEs, partners and stakeholders, general project management such as meeting management and cooperative agreement support and assistance with reporting to various internal and external stakeholders.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Master's degree with graduate-level educational training in research methodology including, but not limited to, advanced epidemiology and statistics courses.

Required:

  • Prior professional experience (e.g., peer-reviewed publications; reports) conducting epidemiologic studies on state-, national- or other complex-surveys (e.g., Behavioral Risk Factor Surveillance System; National Health Interview Survey) with appropriate statistical software (e.g., SAS, SUDAAN, STATA, R).

Desirable:

  • Evidence of clinical training to assist in developing research hypotheses related to clinical risk factors and outcomes associated with epilepsy diagnosis and treatment.
  • Prior experience working in a similar capacity at CDC or in a public health setting preferred.
  • Knowledge of Ugandan government.

Language Skills:

  • The candidate must possess excellent oral and written communication skills in English.

  • Must be a United States citizen or permanent resident or have authorization for employment in the United States.
