Program Analyst

POSITION LOCATION:  Atlanta, GA, USA

ANTICIPATED START DATE:  Two weeks after candidate identification

TRAVEL:  Domestic and international travel as needed for trainings, meetings, and conferences.

ASRT, Inc. provides scientific, information management, management consulting, bioinformatics, and administrative program support to the Centers for Disease Control and Prevention (CDC) and other Federal and private sector clients. The successful candidate will be a full-time employee of ASRT, Inc., and will be assigned to the Division of Bacterial Diseases (DBD), National Center for Immunization and Respiratory Diseases (NCIRD), at the Centers for Disease Control and Prevention (CDC), located at 1600 Clifton Road, Atlanta, GA, to provide administrative services to support Legionnaires' Disease.

SCOPE OF WORK The Division of Bacterial Diseases (DBD) prevents respiratory and vaccine-preventable diseases caused by bacteria and leads the control of antimicrobial resistance in the community through strategic planning, coordination, scientific investigation, and leadership.  DBD is seeking administrative support for the Respiratory Diseases Branch (RDB).  As a Program Analyst, the candidate will provide administrative support to include planning, correspondence control, and communication within and outside the Branch.

Program Analyst

Provide senior administrative support to the Respiratory Diseases Branch (RDB) by completing the following:

  1. Perform analytical work that contributes to the improvement of Federal public health programs related to RDB.
  2. Provide procedural and technical advice and assistance in the monitoring, management, and evaluation of public health programs and public health policies as well as administrative systems and processes.
  3. Develop detailed procedures and guidelines, as well as training on procedures/ guidelines.
  4. Conduct studies and performs other analytical work related to the planning, development, organization, administration, evaluation and delivery of public health programs.
  5. Perform complex analytical studies and interpretation of results to coordinate the evaluation of programs and recommend improvements.
  6. Plan, develop, monitor, implement, and evaluate current or projected public health programs.
  7. Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
  8. Reviews the effectiveness of administrative processes and develops recommendations for improvements.
  9. Identify and analyze substantive program issues affecting program effectiveness.
  10. Computer applications to include but not limited to Microsoft Excel, Microsoft Word and Power Point.
  11. Provide Calendar and Conference room management, Maintenance of spreadsheets, Correspondence Tracking, Time and attendance processing, Supply Inventory review, Mail Distribution, coordinates on Equipment maintenance, daily administrative support.
  12. Provide TDY (Temporary Duty) travel support which shall include, preparation and processing of travel requests, orders, vouchers, itineraries, schedules, summaries, reservations, process and expedite (if required) travel packages through and including required CDC administrative approvals and keep traveler informed of the status of his/her travel request or voucher. A travel package includes all required documentation from the initial travel request through and including the final steps of filing  Education and Experience:
  13. MINIMUM QUALIFICATIONS
  • Associates Degree or a minimum of 5 years of experience performing similar duties.

Required:

  • Experience preparing CDC memorandums outlining and explaining administrative procedures and policies to supervisory workers, and monitoring compliance.
  • Experience maintaining and providing administrative services utilizing Windows-based applications such as Microsoft Word, Excel, Outlook, PowerPoint, and Access.
  • Experience coordinating the preparation of records such as CDC agendas, notices, minutes, and resolutions for corporate meetings.
  • Preferable knowledge of systems and/or experience performing the following administrative tasks:
    • Time and Attendance (TASNET)
    • Travel (GovTrip)
    • People Processing System
    • Conferences via Integrated Conference Approval Portal (ICAP)
    • Procurement via Integrated Contracts Expert (ICE) system
    • Vendor Supplied Training System (VSTS)
  • Ability to communicate effectively
  • Excellent organization skills

Language Skills:

  • The candidate must possess excellent oral and written communication skills in English

  • Must be United States citizen or permanent resident or have authorization for employment in the United States
